Optimal Tax Settings.
In SimCity 3000, taxes are directly related to the RCI (Residential, Commercial, or Industrial) indicator. The Simulator bases tax sensitivity on population; as your population rises, Sims will expect lower taxes. The simulator has a programmed "neutral" setting. Taxes higher than this number will lower demand, and taxes lower than this number will increase demand. Use this chart to figure out what tax rate the simulation expects:
Neutral Tax Setting: Population.
9%: 0-50,000
7%: 50,000-200,000
6%: 200,000-250,000
5%: 250,000+
The "Neutral Tax Setting" won't affect demand. When setting tax rates, check the RCI demand indicator. If any sector has negative demand, you'll want to lower taxes in that sector to encourage growth. If a sector has positive demand, you can raise taxes to make some extra money, or leave them where they are to keep demand for new development high. These tax settings must be constantly adjusted to stimulate or reduce growth in any sector to keep it just right. This also tends to be a much better way to manage your taxes than following your financial advisor or petitioner's advice, as they all have their own agendas and tend to give you biased advice.

Play the SimCity 2000 Theme Song.
Here's how to add the SimCity 2000 Theme to your SimCity 3000 songlist.
1. Go to your SimCity 3000 directory and look in the \Game\Res\Sound subdirectory.

0x0f="SimCity 2000 Theme",0,"Music\SC2KBug.xa","",0,1,0,1
5. Start (or restart) SimCity 3000, then make sure that the SimCity 2000 Theme (at the bottom of the music menu) is checked.

Toxic Waste Factory
Monthly income - $400
Negative effects - High pollution levels, lowers land value, do not build on your doorstep.
Strategies - Place it on the edge or in the corner of the city map so that much of the pollution goes off the map. Place water and trees nearby to reduce pollution effects, and keep it away from zoned areas (especially residential).
GigaMall.
Monthly income - $300
Negative effects - Pollution, lower land value, reduction in commercial demand, do not build on your doorstep.
Strategies - Place it on the edge or in the corner of city so that much of the pollution goes off the map, and keep it away from zones other than Industrial (which do not suffer from the reduction in land value). Keep it far away from Commercial zones, as it will steal customers and drastically reduce commercial demand otherwise.

Power Plant Analysis.
Don't just look at the price per MW-h (megawatt hour) to judge the value of each plant. Total Value here can show the amount you pay per MW-h over the plant's entire lifespan. The lower this number, the better your power plant will serve you in the long run. The formula works like this: Total Value = (Price / (MWh * lifespan) ) * 100

Negative effects - Pollution, crime, do not build on your doorstep.
Strategies - Place it on the edge or in the corner of the city so that much of the pollution goes off the map. Surround it with a police station or two to address the increased crime (but don't place too many or they will become oppressive and scare away customers). The Casino decreases Residential and Industrial land value, but actually increases Commercial land value.

Best Power Plants.
When starting a city in 1900, your best choice is a toss-up between Coal and Oil. Coal is much more efficient, but also pollutes the most. Later on, Nuclear plants are a good choice as long as you don't overwork them. They're also much cheaper and more efficient than Solar or Microwave power plants. Use Fusion power as soon as it's available and you have the necessary funds; although not as cheap as Coal and Gas power, it produces very little pollution.
